RESOLUTION 09-12

SUPPORTING THE ALASKA NATIVE COMMUNITIES' REQUEST URGING RELIEF FROM THE 3-SHELL LIMIT

WHEREAS: Certain government agencies have arbitrarily imposed a limit of three shells (3-Shell Limit) during the fall subsistence hunt, treating it as a sports hunts in rural Alaska; and

WHEREAS: Alaska Native subsistence hunters carrying more than three shells have been cited for hunting violations, which discourages subsistence hunting; and

WHEREAS: The residents of rural Alaska do not understand the reason behind this seemingly arbitrary regulation and are often inadvertently caught unaware of such a violation of this regulation as it is impossible to go hunting with just three shells; and

WHEREAS: It is unclear if the other hunters elsewhere in Alaska and in the Lower 48 states are subject to the same limits.

NOW THEREFORE BE IT RESOLVED THAT the delegates to the 2009 Annual Convention of the Alaska Federation of Natives supports the Alaska Native Communities and will devote resources to researching and challenging the seemingly arbitrary imposition of a 3-SHELL LIMIT on the Alaska Native subsistence hunters of the migratory birds in the Spring, Summer and Fall hunting seasons.
