RESOLUTION 09-19

SUPPORTING THE AKIACHAK NATIVE COMMUNITY'S DESIRE TO EXPAND INDIAN HEALTH SERVICES CONTRACTING AND COMPACTING

WHEREAS: The Akiachak Native Community ("ANC") has long provided minimal health services under a compact with the U.S. Department of Health and Human Services, Indian Health Service; and

WHEREAS: ANC is prohibited by a federal legislative rider from expanding its community health services including a much needed Dental Clinic and having an onsite Physician's Assistant or similar professional to provide more comprehensive and immediate care to the growing ANC population; and

WHEREAS: The legislative rider is inconsistent with the goals of the Indian Health Care Improvement Act and, at least in the case of ANC, limits provision of the best available health care services to the Native residents of the Akiachak Native Community.

NOW THEREFORE BE IT RESOLVED that the delegates to the 2009 Annual Convention of the Alaska Federation of Natives supports the Alaska Native Communities' removal or modification of the federal legislative rider to permit expansion of their health services to include a Dental Clinic and Physician's Assistant or other similar health professional.

SUBMITTED BY: ASSOCIATION OF VILLAGE COUNCIL PRESIDENTS

BOARD ACTION: TO FLOOR
