Summary

HUD should release over $75 million in USDA funds for water and sewer projects, allow Alaska housing authorities the option of force account methods of construction, allow tribal flexibility in administering federal programs, provide $112 million in NAHASDA for Alaska housing authorities, strike the law prohibiting Indian Health Service construction funds from being spent on new homes funded by HUD, create a new funding source for Alaska Housing Authorities for sanitation facilities, provide funds for village infrastructure and public facilities.

RESOLUTION 09-24

A RESOLUTION CONCERNING ISSUES AND RECOMMENDATIONS FOR THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT

WHEREAS: The U.S. Secretaries of Agriculture, Education, Energy and Housing and Urban Development came to the A VCP Region on August 12, 2009 and met with tribal representatives and regional leaders from throughout Alaska on issues and concerns of rural Alaska Native villages; and

WHEREAS: These issues and concerns were documented in separate statements of issues and recommendations for administrative and legislative action, and which also included proposed actions directed to the U.S. Department of Commerce and the U.S Department of Interior; and

WHEREAS: Issues and recommendations for the U.S. Department of Housing and Urban Development include the immediate release of over $75 million in U.S. Department of Agriculture (USDA) funding for Water & Sewer projects, allowing Alaska housing authorities the option for Force Account method of construction, tribal flexibility in administering federal programs, $112 million in Native American Housing Assistance and Self Determination Act (NAHASDA) for Alaska Housing Authorities, strike the provisions in P.L. 111-8 prohibiting Indian Health Service (IHS) construction funds from being spent on new homes funded by Housing Urban Development (HUD), a new funding source for Alaska Housing Authorities for sanitation facilities, funding for village infrastructure and public facilities; and

NOW THEREFORE BE IT RESOLVED by the delegates to the 2009 Annual Convention of the Alaska Federation of Natives, Inc. that the aforementioned proposed administrative and legislative actions for the U.S. Department of Housing and Urban Development be implemented to address the cultural, social, community and economic development needs of rural Alaska Native villages.
